As for Square-Enix, they like to get subsidies from first platform manufacturers. It is well known. If they can't make a huge profit then they try to get the other company to do their dirty work while gaining the benefits of royalties and brand identity. 

Then you might as well ask XSeed or NISA to localize the DQ games.

Just because it is well-known doesn't mean that they should get a free pass.

Nintendo has a precedent though, unlike XSeed or NISA.
