IX sold about as much as VIII in the West. I don't know exactly what Nintendo was expecting.
IX Western Sales - .62 mil + .66 mil = 1.28 mil
VII Western Sales - . 65 mil + .75 mil = 1.4 mil.
For not having to fund development of the game, and only being responsible for localization and advertisement, those sales seem quite decent to me.
The DS games only sold about 300k in the West each, and I understand why they might have been dissapointing, but they also probably had much smaller advertisement budgets.
