E3 2015: Horizon: Zero Dawn's incredible balance of action and RPG

Depends how you interpret "Throughout Horizon, you’ll be leveling up Aloy, crafting new items with the various materials you scavenge across the world, and visiting a King’s Landing-looking city that seems to be a safe haven from the machines that roam the wild. " 

If that's a separate entry in that list it would seem to indicate that you'll earn experience and then level up her base stats.  If they mean that crafting new items is how you level up Aloy then I agree it's an action game similar to Monster Hunter.

I assume they meant in the terms of Monster Hunterish, but even if it has more RPG elements, I still feel it will be best described as action game, and not Action RPG. For me it takes a bit more than leveling system alone to RPG, namely when RPG elements exist in so many genres now.
