The last console Animal Crossing only sold about 1.3 million in Japan, and that was on the Wii which had a far larger userbase than the Wii U does.
Force bundling a game to inflate sales isn't exactly smart either, you may as well just give the game away for free to get the same result if you need to do that to hit a sales target.
