I think he is talking about when/if developers choose to re-release their games digitally.  PS3 had true PS1 emulation, all discs were compatible day one. No authorization was needed because it was true emulation.

Ok, so this is a totally different situation as this is not about re-releasing anything.

Btw, what exactly is "true" emulation?
