I think that has already been explained at length. Increasing longevity of the game, get it being talked about throughout summer etc.

I don't really mind it this way for me personally. There's enough to keep me going, while the updates are coming, though maybe not enough for others.

 

As long as it's withheld but free DLC then I don't really mind at all.
