Vita  in eu  > Wii U in eu.

Vita in Japan > Wii U in japan

Vita globally > Wii U globally.

 

Thats like saying theres no market for the Wii U outsides of the US.

The vita still has alot of good games getting made for it.

Why on earth is selling slightly more than a home console surprising or strange? 

Because Wii U is getting much more software in Europe and has very good marketing here!
