I think the decision to use a rotation system does emphasize playing the map instead of just playing the game (if that makes any sense), and especially when new maps are released, I think having the maps be randomly selected out of 15 options would make it much more difficult to master a map. This means that it would make it more difficult to learn and perfect each map and understand them intimately and instead focusing your attention on the more basic aspects of your play such as you skill when splatting and your movement.
