I can only assume that they can't have enough Yarn Yoshi Amiibo ready for a global (Or NA) launch in June, but they do have enough for a PAL launch, so they're doing that first, kind of like Australia and Japan got the New 3DS early.
Consider it payback for you guys getting Captain Toad and Kirby early. :p
