That´s what they have done. That´s exactly why there´s more than 20 preset combinations of weapons, to avoid unbalanced combinations.
Just because is different is not worse. Don´t worry about it.

They balanced it by restricting the player, basically the worst way to go about it.  If they didn't do this those 20 combinations would go to 100+.
