Hire a bunch of young developers, put someone in place to manage them and make them responsible for establishing a robust and permanent Virtual Console solution. i.e. allows more rapid release of games and start work towards including up-scaled Wii and Gamecube games on a regular release cycle.
Third parties aren't going to help the WiiU so the responsibility sits with Nintendo to ensure that there are options between the big releases. This would be one of the most cost effective ways of achieving this.
p.s. I didn't look at the financials, do we know the WiiU is profitable or just Nintendo as a whole?
