What gave you the idea that region free means that games stop being localized? Especially a mainline FF game? That has never happened to any mainline FF game that was available on a region free console.
Games don't get localized (from Japanese to English) if the developer doesn't think it will sell well enough to warrant the translation. That's it. If they don't expect their titles to be appealing to the west, they're also not expecting the few japanese speaking westerners to support the Japanese version in any significant way.

ndeed, heavy import figures would also give the developers/publishers clear and obvious indication that a title would do well localized.
