Quick question, is the 360 turning a profit on sales yet? Because if it is, then thats all the reason Microsoft needs to sell it in Japan. Were it any other product than videogames, people would be quite proud of something that has already sold 3,500 units, and continues to move a few thousand a week. But even if it isn't, Microsoft isn't a bunch of net nerds like us opining over console "wars". They're trying to sell a product. Japan is a large market for that product. It would make sense for them to continue to try to break into that market. And they might just be having some... small... almost unoticable success. Despite having an incredibly small launch, the 360 is selling at a much higher rate than the xbox right now, and will probably catch up to the xbox sales wise in the next month or so. It's already overtaken the xbox software wise.
