A game to me is too cinematic when i see the developers making decisions on that basis (trying to be more cinematic) instead of trying to make the best game possible. I've made numerous comments about how The Order's cinematic design blatantly works against the strengths of video games and holds the game back, so yes, a game can be too cinematic.

However, that isn't to say that there is a cinematic threshold per se. The actual use of the word "cinematic" is fairly loose, but I can certainly see a game being extremely cinematic without losing out (but perhaps that would require a budget out of the range of logic, who knows)...
