PC is a last resort, when you don't sell enough units on console because selling on PC means that you've given up adding value to the console to prioritize selling the game. In the case of D4, they can't go to other consoles(still more money then pcs). The market is easily ignorable.
Suppoting PC was a legitamate intention, then it would be on PC at the same time is on XB1.
