Is Nintendo Abandoning SNES Games on Virtual Console?

Maybe I'm wrong on this, but once they have the emulator running on the console, is really that difficult just adding the ROMs on the eShop, or the games have to be adapted individually? After years of people emulating their titles, it doesn't seem difficult to do so.
