Otherwise the direct approach will lead to an outcome quicker. But if your allegations are denied, then you will be at an impasse.
If you still want him in your life, but he denies stealing, then instead of cutting ties perhaps reevaluate the boundaries of your friendship. Restrict meeting in neutral places, or only at his place etc. and keep your belongings safe.
Sure it's only a couple of $15 figures. But in a sense, having something so trivial stolen from you is even worse, as it is such a meaningless item to jeapardise a friendship over.
