It won't. Tens of thousands nagged Sony into releasing Freedom Wars physically via the blog and petitions, then none of them bought it.

Sony is pretty much done with physical Vita releases.

Freedom Wars was a Japan-oriented game and Sony didn't know how it would perform in the west as a Retail.
Resident Evil is a very popular series where they know that it sells in the west.
