Easy question to answer.  DS had a really high install base, so a lot of shovelware made its way to the system to ride on the DS' momentum.  In reality, the number of systems sold will not directly relate to the number of critically received games developed.  The Vita may have less units sold, but it certainly has a demographic down that the 3DS doesn't have as much of a grasp on.  That's why you see many games on the Vita and not on the 3DS, despite the 3DS having sold many times more.
