1. You cant see them playable because how would they even work in SSB game.
2. Because these characters arent important/not well known/other characters have better priority/etc.
As for reason 1, i thought this is what you meant hence why i said "in terms of a moveset, not just playable". About half the characters in the game had their entire moveset made up entirely. Before a character announcement many would say "how would he/she/it work in SSB,it makes no sense". Example of this is Duck Hunt, Which used references from the franchise despite never even been playable in his own game.
Reason 2, thats why im doing a 100 characters, even some nobody even know of. Hell nobody knew ROB, i say if i put him in this list prior to Brawl, you and many others would of thought i was crazy
