There are four big things that probably won't make it possible for the PS4 to reach PS2 levels:
1. Not as much Japan support...but probably more this time around than the PS3.
2. Tougher competition from X1 promotions
3. No price advantage
4. And probably the most important reason: most games people want on the PS4 are on both systems. The PS2 had a shit load of exclusives that gamers wanted more than any of the games that appeared on all consoles. At that time I believe annual sports games were the only things that were really popular multiplatform sellers. GTA of course later ended up on Xbox, but the damage was long done and GTA didn't sell nearly as well on the Xbox as on the PS2.
