If something like Bayonetta 2, which is built from the ground up for the Wii U, given lots of attention from Nintendo, bundled with a free copy of the first game still can't even sell half way decent, I don't think third parties ever really had a shot on Wii U.

The Wii U version of Black Ops 2 isn't bad, it runs decent even with one player playing on the TV and the other on the Gamepad. The Wiimote control option for the game is really well done too.

Nintendo's issue is they lost credibility with this market years ago and now Sony and MS have basically a monopoly over said audience ... as in specifically 12-35 year old male gamers who have high interest in IP like Call of Duty, Grand Theft Auto, Assassin's Creed, etc.

Not only do Sony/MS market to this audience almost 100% of the time, whereas Nintendo barely ever does, today there's the huge difference maker of online communities. No one is buying the Wii U, when all their friends who own COD or Destiny have a PS4 for example. They want to be able to play their friends online.

This is a big part of the reason that the PS4 really doesn't have to have the most loaded lineup. It got crowned "the console to buy" for this audience due to a better launch than XB1, and now that's snowballing into a "well I'm getting a PS4 because I want to be able to play with my buddies online" situation.

Nintendo never had a chance this gen with that crowd seriously. No one was buying a freaking Wii U to play the same COD game that they had on their 360/PS3, only 5-6 years late to the HD party. They're irrelevant to that market.

It's why on the PS/XBox even new IP like "The Evil Within" can open to a decent debut, the audience is all there whereas things like Bayonetta 2 and COD: Black Ops 2 can't even cause a blip on the Wii U. Audience ain't there and they're not going to choose Nintendo over Sony/MS just because of a few "me too" ports.
