Well handhelds never have the attach rate than consoles do, so it's not exactly a surprise the Super Famicom sold way more software than the 3DS has despite the 3DS actually have a slighter larger userbase.
Even that ... there very likely are far more people with multiple 3DS' due to model revisions, whereas, a console (especially back in the 90s), if you bought one, you basically kept it for the 5 years. The actual singular 3DS userbase in Japan is probably more like 13-14 million actual owners.
