According to the article, it's directed by Henry Hobson, who served as the title sequence director and designer on The Last of Us, I guess that's why you'll see some similarities.

I know Neil wrote the game. In IMDB, the guy who wrote this film called John Scott, and this film is the only thing in his bio. I think the director got inspired by the game and descided to make a film similar to the game in thme and tone.
