The reason they can't show it is because it's being tailored to the NX platform (whatever that is) and they can't very well show a game before the unveil the system itself.
They will unveil NX IMO sometime in early 2016 (allowing New 3DS and Wii U to have this holiday season) and announce that they've "magically discovered new wonderful gameplay elements" on the NX platform. |
the smoking gun you're missing is that not showing at E3 still gives them about 180 days in 2015 to show it on a direct or something.

Zelda is their biggest IP, why not show at least a 30 second trailer, and E3 is basically the biggest Direct of the year (they way they do the show now, it's effectively a Direct presentation).
It makes no sense. Especially since they've already shown the game twice already.
