Hell if I know. I just know my XBO w/ Kinect does things my PS4/PS3 w/ camera (for clarity, I only have a PS3 Eyetoy, not a PS4 Eyetoy), my Wii U w/ Gamepad, and XB360 w/ Kinect and Live vision camera DON'T do.  Could it be done with a camera/mic?  I can't answer that.  Of the devices I own, the XBO is the one with features I use.  Sorry I couldn't answer the question for you.  :(

Yes. Software is the biggest factor, though the PS3 Eyetoy is extremely outdated. We have to remember Xbox One was built as an entertainment device that utilizes Kinect to navigate. The software should be significanlty ahead of the competition. Microsoft is a software company afterall.
