No. They act as publishers and providers for a lot of developers under the "Mobage" label. 

Rage of Bahamut and Blood Brothers are good examples. Fantasica is a good example as it was developed by Silicon Studio (Bravely Default), but the game has been managed by Mobage for over 2 years now.
