If they go the Fusion concept route, sure they could do that. 

Because in said scenario they don't really need two discreetl libraries for two different systems. 

That's like saying Apple can't release a new iPad next year if they release a new iPhone. Obviously they can (and do), partly because they both use the same apps and software ecosystem, so there's never a content issue.
