I can see it being that it's possible for the game to see decent sales on the Wii U, but their confidence level isn't high enough to take the risk with limited funds. I mean, people saying that it's because the Wii U has a low user base so it wouldn't sell very much isn't the best argument when you look at data showing that certain games actually do sell better in certain demographics (regardless of the user base level).
I imagine the reason they didn't straight up say the real reasons up front has to do with the given reason being much easier to understand. PR tends to do stuff like that.
