The Hull City fine is 200.000€. Quite manageable for any club playing in 1st or 2nd league. No idea when the amount is due, but selling any player would be enough to pay the fine in case they don't have it cash.
PSG and City are cheating their way to the top. If anything FFP punishes that. Unfortunately FFP isn't able to stop it.

Bayern always had much more money than any other Bundesliga club and yet they still couldn't win every year. Bayern also can't buy up all players in the league.
You know there's another possibility to get on top. Good youth academies, scouts, smart transfers, solid economics, smart contracts, building up a fanbase etc.. It's no secret that this takes longer than a few years though.

PSG and City cheating their way to the top?
Hardly! You have to spend money to get good and then make money. That is how the world works. Every industry is like that, did Sony just show up and have the PS be a massive success? No, they had to invest a lot of money in it to get it like that.

Can you name a single club in recent years that has got to the top through the methods you mentioned and most importantly stayed there? There have been some that have got there, but it never lasts long. All their good players are quickly poached by the bigger clubs and then they start going down and have to rebuild again.

no one denies that and it's prefectly fine as long as said club isn't digging its own grave by making a huge investment without having enough other assets in backup in case anything goes wrong. Because THAT is how the world works.

As I said this is taking more than a few years, but yeah there are quite a few clubs that are within that process. Many came from 3rd league and below and have now established themselves in the 1st league. Getting even close to the top will take a few more.
Obviously it also happens that clubs who spent lots of money can't get anywhere near the top and stay at the bottom for years.

and yes it's clearly cheating. Sad to see how football gets ruined that way.
