Hull City's good position (promotion, Europa League qualification) comes at the expense of other clubs.
If every Championship club did that, all but a few would have totally wasted their money, as the amount of promotion spots is limited.

Also you seem to have forgotten that "elite" clubs have been fined as well: PSG & City

It's quite funny though, everyone would love such a system for video game publishers, especially last gen.
