Sure you can, what his parents allow, is immaterial to the rest of the world.  Ratings are on the box, if parents choose to ignore those ratings, they're the problem, not what's in the game.

Agreed. If the parents choose to let their kids play games like that despite the age restrictions and warnings on the box then it is solely the parents that are at fault. If they don't want their kid to see nudity that is entirely up to them.

what the two quoted users above said. Parents need to check what their offspring do. Video games are just a tiny part of that.
But obviously, complaining is much simpler.
