There are only two situations in which I think preorders make any sense:
1. When there may be stock issues. After the whole Xenoblade thing, I was pretty scared that Last Story would suffer the same fate. I was able to get Xenoblade near launch luckily, but I didn't want to risk missing out on a cool game that had already received its fair share of good press across the rest of the world, so I pre ordered.

2. When there are physical rewards. Pre-order DLC feels like something ripped out of the game, but a physical bonus is just a neat collectors item for fans of the franchise. I do think that this should only be limited to existing franchises though. This was the case with Legend of Zelda: Skyward Sword. It came with that awesome golden Wii Remote, which I needed in my life, so I pre ordered.
