Not really, just look at the hardware adjustments. Even when there is an official statement ioi refuses to adjust until he knows exactly which regions need to be adjusted.

But see, there's the thing, ioi never ever knows exactly what regions need to be adjusted. (unless he's off from NPD of course).

All he knows is that it's not Japan, and not US. but for software he wouldn't even know that, because many of these titles we don't get NPD leaks for. He can't just refuse to alter a definitely wrong number because he doesn't know exactly where it's wrong.
