I actually remember these rumors from back in the day, though the assumption was that Nintendo was trying to get the rights so Rareware could make games based upon the HP books, since they were British, it seemed like a logical fit. 

That said this would never happen at Nintendo today, under the new board of directors, Nintendo in the West would never have the autonomy to go and try to secure such a huge deal like this one. 

90s Nintendo > Modern Nintendo. 

They still make great games, but in the 90s, Nintendo allowed the Western branches to go get licenses like Star Wars, James Bond, NBA (Kobe Bryant), MLB (Ken Griffey Jr.), and almost Harry Potter. Wouldn't be allowed today, too many old Japanese farts on the board won't allow NOA any freedom, Yamauchi gave NOA lots of freedom and the old Japanese suits back then couldn't voice their dissent too loudly because Yamauchi would pimp slap them.
