The city is freaking huge, now compare that small circle to the rest of the world ;-D
Also dont forget that the size is greatly increased due to the terrain layout compared to that of most games.
Edit: If that were the whole world, thats still big as hell! But dont forget caves/spaceships/etc arent part of that (at least i dont thinkit is going by the direct)
