Before they start charging for online service they need to improve on the network, because if the network suck no amount of year old+ free content is going to get people to pay for the online service. Sony can get away with changing to a pay to play setup because it already had a solid network has been developing since they started to offer online services (SOE, and everquest) Microsoft invested millions to design its network. Nintendo needs to improve on that end. They may dabbled in online services before the other two but they are the furthest behind in the infrastructure, and if that isn't addressed none of this matters.
The new club will more than likely just be something to integrate it with the Nintendo Network so that each time they come out with a new console or service they don't have to shoehorn it in. It will probally be a hybrid of the ddp and the old club Nintendo with little to no physical rewards.
I personally doubt that Nintendo will charge for its service this gen or next, unless they M&A with a company that has robust network services. Nintendo has been know to make some questionable discisions but I doubt they would be foolish enough to charge for something they basically don't have.
