Of course. During the holidays, MS is known for just shipping the living shit out of their console, even if those consoles aren't going to sell. It's a marketing tactic for when people start looking for how well the console is doing, they just say, "Hey guys! Look at how many consoles we've SHIPPED!".

It honestly would not shock me in the least if they still haven't even broken the 10 million sold threshold yet, and that's why they've been so hush hush about it.

Nintendo has been playing it smart as hell. They knew the Wii-U would do decent with the release of SSB and the holiday, but that it wouldn't be flying off shelves quite like the competition, so they manufactured a decent ammount earlier on and cut it off, so that they could reduce maufacturing costs and turn a profit for the quarter after their software did well.
