Because they essentially add $200 or so to the actual cost of the console. Plus, Sony and Microsoft seem to have trouble justifying that the extra expense is worth it, especially with things like security breaches, online services being down for periods of time, and the high standard set by the PC as mentioned above.
I'd imagine that people who wanted more of a single player experience would also be annoyed, especially since many games only feature online support in small ways, but I'm not sure why these people would buy a PS4 or XOne as of right now.
