Nintendo has stated on multiple occasion that they were against charging for an online service. And Nintendo already gives away games with their current club, a practice that will probably carry onto what replaces it.
All Nintendo really needs to do is improve on what they have. They will never have a Live based service. But I would rather have a free service that is workable, than a service that is covered in ads and takes money from me.
