This is surprising because VGC shows a 1.6m sell through gap that doesn't make sense.

Because VGC probably has 3DS overtracked.

Additionally, MS can afford to overship Xbox since it sells so consistently and is generally well-liked by most western retailers and consumers. Nintendo doesn't have the luxury of breaking trust with retailers, so shipments are really tight for just about everything Nintendo-related these days.
