I feel like when reports don't work, you should simply contact a mod in private and let them know how you feel about certain situations. It worked for me a few times. Certain mods are more tolerant of things and they won't do anything about reports while other mods will hear you out and if you have a legit case they will look into it. Talk to Cone or Smeags, both are reasonable mods. Just some advice for a fellow user.
