If the 40 dollars really matters to you then I'm sure you will be fine with the regular XL but having played with the New 3DS XL (I'm in Australia), I personally think the New is a no-brainer, for the screen alone.
The other factors to consider are Amiibo/NFC, better battery and the exclusives that the New system will attract.
