Not exactly. It does take parts from InFamous. This is the best I can do to show you what its like besides you seeing a Lets Play.

- Its highly colorful like a Pixar movie and the artstyle matches the colors.

- The jokes are like Saints Row but done properly.

- The traversal is a mix of Tony Hawk and InFamous.

- The Gunplay is like Ratchet and Clank

- It has gore and lots of profanity (even has a button to turn those things off)

- It has some of the most epic boss battles of life.

- Its created around pure fun.


But it's concept is mainly from infamous. A guy gets powers and uses them however the player wants in a city/sandbox open world. It's Microsoft's counter to infamous. Nothing wrong with that being the case. It will probably remain exclusive to MS. 

A guy gets powers and uses them however the player wants in an open world. Do you know how much games are exactly like that? Not original to infamous. Besides the Mc never gets powers. He can do the gliding and stuff straight from the beginning without an explanation xD

In SO, people get powers from those energy drinks. It implied that the MC got his powers from that. Yes, there's other games that have a similar concept. Still, SO is likely MS's answer to the infamous series and the game is strongly modeled after it. MS probably published that game for that reason. It's just a very light hearted version of it and there's enough differences that it could stand on it's own. I read that one of those MS people said that them getting tomb raider as a timed exclusive to answer sony's uncharted series. So it would not surprise me that MS had a game made as a answer to sony's infamous. It goes along with their line of thinking.
