I just don't think that it matters how many people play a game for it to be revolutionary. By that logic the DualShock was revolutionary but the N64 controller was not, because the DualShock was used by more people. Doesn't make sense.
I consider games revolutionary that introduce new ways of playing. Like Half-Life with it's insane story-telling, no cutscenes and so on. Sure, it's also a shooter, but it just did things differently and in a good way. Or Grand Theft Auto, mixing together countless genres and more or less creating the open World as we know it today. Or what about Mario 64, defining how 3D plattformers are made to this very day. Thatare revolutions to me. I just don't see where Halo should have had such an huge impact.
