If it's a 2D entry a la Mega Man 9 and 10 I don't think it needs some amazing budget, it doesn't need voice acting, or CGI/cut scenes, or online anything. Just a small simple single player game like most entrys would be a feather in their cap, and they need a lot of feathers.
And people saying that no entry ever sold millions, that's true, but many of Nintendo's own franchises fail to, you can't make every came be a 10 million seller, sometimes you really need a variety of games to appeal to as many customers as you can. Look at the older generations, it's not just the Greatest hits games that get remembered or loved, there are plenty of other games that sold well for what they were and had cult followings. I get wanting successful games, but they need to build up a list of exclusives beyond their own franchises. That goes for PS4 and One as well, whoever gets to it will have one more incentive to pickup the system if they haven't already.
