The thing is that Nintendo does not have a real presence they don't have a Nintendo LATAM or something like that, they do it all through a "partner" called Videojuegos Latinoamerica which has small companies in each country (Colombia, Chile, Peru, and yes also Brasil), they have the control of everything (which games they sale, at what prices, how they promote, etc) and to be honest they suck as a company.

What happened here is not that Nintendo is leaving Brazil, is that Videojuegos Brasil (the satellite company of Videojuegos Latinoamerica for that country) is leaving the country because they are not making as much money with the Wii U and 3DS as they were making with the Wii and DS, so now if Nintendo wants to returns they will have to do it with a new partner (I really hope they do with a better one for the full region) or by themselves, which is unlikely because they will have to spend a good chunk of money to do it.
