Actually, it doesn't change a lot of things. A lot of small stores just import the games (not always paying taxes) and mot big retail chains import games too. It won't be an issue to buy online in big sites like Kabuum or in Mercado Livre (Brazilian "eBay"). It's common too that some people just travel to the US frequently, buy games and then resell here. It is normally the same price as regular retail.
The biggest change of course is that illegaly imported consoles won't have warranty. However, legally imported consoles (at retail stores) will have the mininum 90 day warranty provided by the store itself, according to Brazilian law.
