Official excuse is taxes... but that is as poor excuse.

XOne was basicaly cheaper than WiiU the whole Christmass season and it was relatively ease to find a cheaper PS4.

I am sure taxes may be part of it. But Poor sales and their failure to gain any traction there is the bigger reason.

Yes, it is both.

The biggest gaming brand in Brazil is Xbox, followed closely by PS. What we have from Nintendo gamers are reminiscent of the Snes era that love Nintendo Games.

And even those gamers, don't buy the products from these official sources, since they are sometimes twice as expensive as from alternatives. 

Also parents in Brazil don't buy $700 machines for their kids, they give them a Wii or a Xbox 360, and they are happy with it.

P.S: In Brazil parents don't give a damm for ratings. If you are a 10+ years old kid in Brazil, you play whatever you want and no one cares.
