The tie ratio gap between the two is probably quite large when you include digital sales (which seem to be rather high on the Vita). It's not particularly surprising though. The Vita has found quite a "hardcore" niche for itself, so naturally each of its owners buy more games. Doesn't mean much in the grand scheme of things though.
